Prior to her work at RTC, Kim has more than 28 years of service with the State of Delaware. Her professional career includes a vast array of experience with policy, legislation, program development, and the management of federal transportation funds and oversight.
Most recently, Kim served as the director of the Delaware Office of Highway Safety (OHS), where she was responsible for planning, organizing and directing operations and programs in accordance with federal and state rules, regulations and guidelines. She is a former recent council member of the Dover/Kent Metropolitan Planning Organization.
